Program Update

Senator Roberts’ Legislative Aide, Ashley McMillan: Toured the Eisenhower State Office Building cafeteria managed by Debbie Brummer, KVF Manager, on August 10, 2006. The next day Ms. McMillan toured the Ft. Riley food services provided under the Randolph-Sheppard Program (BEP) and co-managed by Food Services, Inc. of Georgia (FSIG) and Elliott Smith, KVF Manager. Ft. Riley has the only military dining facility (Bldg 7011) with a drive-up window to serve troops. The new dining facility (Bldg 1833A) was also toured. It features modular construction and conservative decor to feed the continuing influx of additional troops stationed at Ft. Riley.

Highway Vending Update:

Rest Area: Goodland
Subcontractor: Snappy Snack
Current Status: The vending shelters on the westbound side and the tourist information center on the eastbound side are up and running. Contract was renewed on May 1, 2006, paying the BEP a commission of 18%.

Rest Area: Colby
Subcontractor: Hutchison Vending
Current Status: Both eastbound and westbound are up and running. Contract was renewed on April 1, 2006, paying the BEP a commission of 20%.

Rest Area: Grainfield
Subcontractor: Hutchison Vending
Current Status: Both eastbound and westbound are up and running. Contract was renewed on April 1, 2006, paying the BEP a commission of 20%.

Rest Area: Wakeeny
Subcontractor: Hutchison Vending
Current Status: Both eastbound and westbound will be up and running by September 22, 2006. These shelters were built by Hutchison Vending for the BEP. A reduced commission of 10% will be paid to the BEP until contractor recoups cost of building shelters.

Rest Area: Russell
Subcontractor: Hutchison Vending
Current Status: Both eastbound and westbound have been in operation since September1, 2005. These shelters were built by Hutchison Vending for the BEP. A reduced commission of 10% is being paid to the BEP until contractor recoups cost of building shelter.

Rest Area: Ellsworth
Subcontractor: Hutchison Vending
Current Status: Hutchison Vending, who is building the shelters, is currently setting up the arrangements for pouring the concrete slabs, shelter shell being prefabricated in warehouse. Completion of project projected for end of November, 2006.

Rest Area: Solomon
Subcontractor: Two Rivers Vending
Current Status: Two Rivers Vending took over the vending services from previous KVF manager on July 1, 2006. Both eastbound and westbound are up and running. Contractor very pleased with sales. Contractor is paying the BEP a commission of 15%.

Rest Area: McPherson
Subcontractor: Two Rivers Vending
Current Status: Two Rivers Vending took over the vending services from the previous KVF manager on July 1, 2006. Both northbound and southbound are up and running. Contractor very pleased with sales. Contractor is paying the BEP a commission of 15%.

Rest Area: Bennington
Subcontractor: Two Rivers Vending
Current Status: Two Rivers Vending took over the vending services from the previous KVF manager on July 1, 2006. Both rest areas have been closed by KDOT due to highway construction. Construction was completed and both northbound and southbound rest areas have been reopened. Two Rivers placed snack machines in shelters the week of Sept. 11 and will place beverage machines the week of Sept. 18, 2006. The Contractor will be paying the BEP a commission of 15%.

Rest Area: Newton
Subcontractor: ASAP Vending
Current Status: Both northbound and southbound are up and running after being closed by KDOT for several weeks in August for water system repairs. The Contractor is paying the BEP a commission of 25%.

Rest Area: Homewood
KVF Manager: Greg Meise
Current Status: Vending services were subcontracted to Coca Cola Company but the Vendors Committee and BEP staff voted to end that agreement and have a KVF manager service the shelters. Rest area cleaning management was glad to have a blind manager return as the servicing of the machines by Coke was sporadic.
