Subject: Kansas Commodity Distribution Manual (KCDM) - Revision No. 6.

PURPOSE OF LETTER AND BACKGROUND

The Kansas Commodity Distribution Manual (KCDM) has been revised to incorporate the new 1998 poverty income guidelines, to update the mileage reimbursement rate, and to add foods to the distribution guidelines. The KCDM provides guidelines used to distribute commodity foods under The Emergency Food Assistance Program (TEFAP). The mileage reimbursement rate has been updated to $.31 per mile. Instant Nonfat Dry Milk was added, and Corn Meal was removed from the distribution guidelines. There are no changes in the distribution quantities of any of the food items. Exhibit L, the Participating Organization Monthly Report, and Exhibit M, the Area Office

Monthly Report, were revised to more closely reflect the products available for distribution.

CHANGES

Income Guideline Revision

Federal regulations and the TEFAP Kansas State Plan require that eligibility be determined based upon a household's total gross monthly income. Households with a maximum gross monthly income of 130% of the federal poverty level are potentially eligible. Due to the annual publication of the new federal poverty level guidelines for 1998, it is necessary to revise our income eligibility standards. We are revising the Kansas Commodity Distribution Manual (KCDM), Section 2303, Income Standards, and Section 8000, Exhibit E. Exhibit E is the TEFAP Declaratory Statement/Inventory Control form which is used in order to determine program eligibility.

Maximum monthly TEFAP income guidelines are listed on this form. The new income guidelines should be reflected on all declaratory statement forms, local applications and any other information used to determine eligibility for participation in TEFAP. The new guidelines (effective July 1, 1998) are as follows:

REQUIRED ACTION

In order to implement the new income guidelines and to inform participating organizations of the changes in this letter, it is necessary for SRS Area Directors to do the following:

  1. Request from the SRS Food Distribution Unit the total number of copies of this letter and manual revision in order to provide the information to all TEFAP participating organizations in their respective management areas.

  2. Distribute a copy of this letter with the manual revision to all TEFAP participating organizations and individuals having Kansas Commodity Distribution Manuals or TEFAP implementation responsibilities.

  3. Remove page 2-3, Determination of Income and page 2-4, income Standards (Rev. 6/97). Insert new pages 2-3, 2-4 (Rev. 6/98).

  4. Remove all of Section 6000 Reimbursements pages 6-1 through 6-7. Insert new Section 6000 pages 6-1 through 6-7 (Rev. 6/98).

  5. Remove all of Section 8000 Exhibits pages 8-1 through 8-20. Insert new Section 8000 pages 8-1 through 8-20 (Rev. 6/98).

EFFECTIVE DATE

All policy and procedure changes detailed in this letter are effective July 1, 1998. The new income standards should be used for all TEFAP eligibility determinations completed on or after July 1,1998.
