The Emergency Food Assistance Program (TEFAP)

 PURPOSE, BACKGROUND, and REASON FOR CHANGE

The purpose of this document is to transmit Revision No. 15 of the Kansas Commodity Distribution Manual (KCDM) effective July 1, 2007.

This revises the Kansas Commodity Distribution Manual (KCDM) to incorporate the new Federal Fiscal Year 2007 poverty income guidelines. In addition, this revises the Exhibit K TEFAP Request for Reimbursement form. In situations where an Agreement does not already exists this form is being updated to act as an Agreement between the individual or organization requesting reimbursement and SRS. This is in accordance with USDA Regulations 7 CFR Part 247 and 250.

  1. ANNUAL INCREASE IN THE INCOME ELIGIBILITY GUIDELINES

    1. CHANGES

      1. The maximum income eligibility guidelines are set at 130% of the federal poverty level. Due to the annual publication of the new federal poverty levels for 2007, it is necessary to incorporate the new income eligibility standards into the Kansas Commodity Distribution Manual (KCDM). Local organizations will need to add the new income guidelines to all declaratory statement forms, local applications and any other information used to determine eligibility.

      Section 2303, and Exhibit E, Declaratory Statement/Inventory Control are being updated accordingly.

  2. REVISING EXHIBIT K

  3. A. CHANGES

    1. The Exhibit K TEFAP Request for Reimbursement is being revised to act as an Agreement form so that auditing payment standards are met. USDA requires an agreement with every individual or organization receiving reimbursement. SRS currently only has agreements with the approximately 200 lead organizations, and not with sub-distributors and individuals serving under these lead organizations.

      Sections 1203.2, 6401 (7), and Exhibit K are being revised accordingly. Exhibit K is the TEFAP Request for Reimbursement form.

FORMS

  1. Exhibit E is the Declaratory Statement/Inventory Control Form used to determine program eligibility and includes the TEFAP income guidelines. The income guidelines listed on Exhibit E are being updated accordingly.


  2. Exhibit K is the TEFAP Request for Reimbursement Form used by individuals and organizations to request reimbursement of TEFAP expenses. Exhibit K will become an Agreement to Receive USDA Commodities for sub-distributing organizations and individuals without a signed agreement form for purposes of receiving reimbursement..

EFFECTIVE DATE

All policies in this revision are effective July 1, 2007. Additional information about the implementation of these changes will be provided in the Implementation Memo.

EFFECT ON LOCAL STAFF

  1. SRS offices will communicate the increased income standards and all other changes to participating organizations.
  2. TEFAP participating organizations will communicate the changes to their staff and to subdistributing organizations as well as update program manuals.

NOTE: Since community organizations and volunteers are the primary users of this manual, the changes will continue to be available in both paper and on the web site.
