PURPOSE, BACKGROUND, and REASON FOR CHANGE
The purpose of this document is to transmit Revision No. 14 of the Kansas Commodity Distribution Manual (KCDM) effective July 1, 2006.
This revises the Kansas Commodity Distribution Manual (KCDM) to incorporate the new Federal Fiscal Year 2006 poverty income guidelines. In addition, the civil rights protected classes are changed to race, color, national origin, sex, age and disability to match USDA regulations, monthly reporting requirements are clarified for participating organizations, and food references are updated.
- ANNUAL INCREASE IN THE INCOME ELIGIBILITY GUIDELINES
- CHANGES
- The maximum income eligibility guidelines are set at 130% of the federal poverty level. Due to the annual publication of the new federal poverty levels for 2006, it is necessary to incorporate the new income eligibility standards into the Kansas Commodity Distribution Manual (KCDM). Local organizations will need to add the new income guidelines to all declaratory statement forms, local applications and any other information used to determine eligibility.
Section 2000, and Exhibit E, Declaratory Statement/Inventory Control are being updated accordingly.
- UPDATING THE CIVIL RIGHTS PROTECTED CLASSES
- CHANGES
- USDA and the SRS Office of Diversity agreed that the previous civil rights protected classes of religion, political beliefs, and ancestry were unnecessary, so they were removed and handicap was changed to disability.
Sections 1000, 7000, and Exhibit C are being revised accordingly. Exhibit C is the Agreement to Receive USDA Commodities For Use in Cooperative Emergency Feeding Centers (Food Banks)
- CLARIFICATION OF MONTHLY REPORTING REQUIREMENTS
- CHANGES
- Monthly reporting requirements are clarified for participating organizations.
Section 4000 is being revised accordingly.
- UPDATING THE FOODS LISTED UNDER REIMBURSEMENT LIMITS
- CHANGES
- Flour and cornmeal have not been offered by USDA for years, so references to these foods reimbursement expenses were removed.
Section 6000 is being revised accordingly.
FORMS
- Exhibit C is the Agreement to Receive USDA Commodities For Use in Cooperative Emergency Feeding Centers (Food Banks). The civil rights protected classes listed in Exhibit C are being revised accordingly.
- Exhibit E is the Declaratory Statement/Inventory Control Form used to determine program eligibility and includes the TEFAP income guidelines. The income guidelines listed on Exhibit E are being updated accordingly.
EFFECTIVE DATE
All policies in this revision are effective July 1, 2006. Additional information about the implementation of these changes will be provided in the Implementation Memo.
EFFECT ON LOCAL STAFF
- SRS offices will communicate the increased income standards and all other changes to participating organizations.
- TEFAP participating organizations will communicate the changes to their staff and to subdistributing organizations as well as update program manuals.
NOTE: Since community organizations and volunteers are the primary users of this manual, the changes will continue to be available in both paper and on the web site.
