Enclosed is Revision No. 13 of the Kansas Commodity Distribution Manual (KCDM) effective July 1, 2005. KCDM is the manual for The Emergency Food Assistance Program (TEFAP). This revision incorporates the new Federal Fiscal Year 2005 poverty
income guidelines, increases the mileage reimbursements rate to 40 cents
per mile, and allows recipients of cash assistance [Temporary Assistance
to Families (TAF), General Assistance (GA) or Refugee Assistance (RE)]
or Food Assistance (Food Stamps) to be automatically eligible for TEFAP
food for home use. Individuals declaring themselves automatically eligible
through one of these programs must verify that they are currently receiving
this assistance through an Electronic Benefit Transfer (EBT) card (Vision
card), a current EBT receipt showing eligibility for cash assistance
or food stamp assistance during the current month, or a current approval
notice for one of the two programs.
Since community organizations and volunteers are the largest users of this manual, the changes will continue to be implemented in both paper and on the web site. Your help in communicating this information to participating organizations is appreciated.
