MEMORANDUM

The purpose of this document is to transmit Revision No. 12 of the Kansas Commodity Distribution Manual (KCDM) effective July 1, 2004. KCDM is the manual for The Emergency Food Assistance Program (TEFAP).

Changes include the annual increases in the Federal Fiscal Year 2004 poverty income guidelines, and wording changes to Section 6301, Exhibit B, Exhibit C, and Exhibit K.

Instructions for regional implementing of these changes include:

1. Distribute a copy of the manual revision to all TEFAP participating organizations and individuals having Kansas Commodity Distribution Manuals or TEFAP implementation responsibilities.
   
   
2. Request from the SRS Food Distribution Unit the total number of copies of this memo and manual revision needed to provide the information to all TEFAP participating organizations in their respective management area.
   
   
3. Update Kansas Commodity Distribution Manuals by the following:
   
1. Remove page 2-3, Determination of Income and page 2-4, Income Standards (Rev. 6/03). Insert new pages 2-3, 2-4 (Rev. 6/04).
   
2. Remove page 6-3, Section 6301 Allowable Expenses (3) Shipping/Transportation (Rev. 6/03) and page 6-4. Insert new pages 6-3, 6-4 (Rev. 6/04).
   
3. Remove page 8-3, Exhibit B, Agreement to Receive USDA Commodities For Use in Emergency Feeding Centers (Soup Kitchens) (Rev. 6/00). Insert new page 8-3 (Rev. 6/04).
   
4. Remove page 8-6, Exhibit C, Agreement to Receive USDA Commodities For Use in Cooperative Emergency Feeding Centers (Food Banks) (Rev. 6/00). Insert new page 8-6 (Rev. 6/04).
   
5. Remove page 8-12, Exhibit E, Declaratory Statement/Inventory Control (Rev. 6/03). Insert new page 8-12 (Rev. 6/04).
   
6. Remove page 8-14, Exhibit G, The Emergency Food Assistance Program Manifest (Rev. 6/03). Insert new page 8-14 (Rev. 6/04).
   
7. Remove page 8-18, Exhibit K, TEFAP Request for Reimbursement. Insert new page 8-18 (Rev. 6/04).
   
8. Since community organizations and volunteers are the largest users of this manual, the changes will continue to be implemented in both paper and on the web site. Your help in communicating this information to participating organizations is appreciated.
