Re: Summary of Changes for the Kansas Commodity
Distribution Manual (KCDM) - Revision No. 10 effective July 1, 2002.
PURPOSE, BACKGROUND and REASON FOR CHANGE
The purpose of this document is to transmit
Revision No. 10 of the Kansas Commodity Distribution Manual (KCDM) effective
July 1, 2002.
Income Eligibility Guidelines The
income eligibility guidelines for The Emergency Food Assistance Program
(TEFAP) are set at 130% of the federal poverty level. Due to the annual
publication of the new federal poverty level guidelines for 2002, it
is necessary to incorporate the new income eligibility standards into
the Kansas Commodity Distribution Manual (KCDM), Section 2303, Income
Standards, and Section 8000, Exhibit E. Exhibit E is the TEFAP Declaratory
Statement/Inventory Control form used to determine program eligibility
and includes the TEFAP income guidelines. The new income guidelines
will be added to all declaratory statement forms, local applications
and any other information used to determine eligibility.
CHANGES AND REQUIRED ACTIONS
All Kansas Commodity Distribution Manuals
will be updated by doing the following:
Remove page 2-3, Determination of Income and
page 2-4, Income Standards (Rev. 6/01). Insert new pages 2-3,
2-4 (Rev. 6/02).
Remove page 8-12, Exhibit E, Declaratory
Statement/Inventory Control (Rev. 6/01). Insert new page 8-12
(Rev. 6/02).
EFFECT ON LOCAL STAFF
Participating organizations will need to apply
the increased income standards in determining eligibility for individual
program participants. Area SRS offices will need to communicate this
to all TEFAP participating organizations in their area.
COORDINATION EFFORTS
The 2002 guidelines for 130% of the federal
poverty level were obtained from United States Department of Agriculture
(USDA) staff Sharon Bates, from the Mountain Plains USDA Regional Office
in Denver.
Sincerely,
Sandra C. Hazlett, Director
Economic and Employment Support
