Re: Kansas Commodity Distribution Manual (KCDM) - Revision No. 9.

PURPOSE OF LETTER

The Kansas Commodity Distribution Manual (KCDM) has been revised to incorporate the new Federal Fiscal Year 2001 poverty income guidelines, and to add food types to the distribution guidelines.

The KCDM provides "Guidelines for Distributing Commodities" used to distribute commodity foods under The Emergency Food Assistance Program (TEFAP). Instant nonfat dry milk in 25.6 ounce boxes was added to the distribution guidelines. There are no changes in the distribution quantities of any of the food items (See Exhibit F).

Individuals and organizations may request reimbursement for mileage expenses in distributing TEFAP commodities. The state reimbursement rate for private car mileage increased to 33 cents per mile. The KCDM will be updated to include this change.

Income Guideline Revision

The combined gross household income may not exceed 130% of the federal poverty level. Due to the annual publication of the new federal poverty level guidelines for 2001, it is necessary to incorporate the new income eligibility standards into the Kansas Commodity Distribution Manual (KCDM), Section 2303, Income Standards, and Section 8000, Exhibit E. Exhibit E is the TEFAP Declaratory Statement/Inventory Control form used to determine program eligibility and includes the TEFAP income guidelines. The new income guidelines should be added to all declaratory statement forms, local applications and any other information used to determine eligibility. The new guidelines (effective July 1, 2001) are as follows:

REQUIRED ACTION

Area Directors will implement the changes and inform participating organizations according to the following:

  1. Request from the SRS Food Distribution Unit the total number of copies of this letter and manual revision needed to provide the information to all TEFAP participating organizations in their respective management area.

  2. Distribute a copy of this letter and manual revision to all TEFAP participating organizations and individuals having Kansas Commodity Distribution Manuals or TEFAP implementation responsibilities.

  3. Remove page 2-3, Determination of Income and page 2-4, Income Standards (Rev. 6/00). Insert new pages 2-3, 2-4 (Rev. 6/01).

  4. Remove page 6-3, Shipping/Transportation (Rev. 6/98) and page 6-4, Non-Allowable Expenses. Insert new pages 6-3 (Rev. 6/01), 6-4.

  5. Remove page 8-12, Exhibit E, Declaratory Statement/Inventory Control (Rev. 6/00). Insert new page 8-12 (Rev. 6/01).

  6. Remove page 8-13, Exhibit F, Guidelines for Distributing Commodities (Rev. 6/00). Insert new page 8-13 (Rev. 6/01).

EFFECTIVE DATE

All policy and procedure changes detailed in this letter are effective July 1, 2001.
