Introduction by the Secretary of SRS

Public service is a challenging responsibility. To successfully meet that challenge on a continuing basis, and to make important contributions, an employee has to be interested in and satisfied with assigned duties and work circumstance. People work for many reasons – security, variety, challenge, monetary reward, prestige, mental health, stability, and personal satisfaction.

The State of Kansas and the Department of Social and Rehabilitation Services offer a wide variety of career public service occupations. With over 730 different types of jobs in the Kansas Civil Service System, there is significant opportunity for involvement, challenge, and contribution.

Depending upon individual needs, a meaningful career can be achieved by remaining in the same position for the duration of an employee’s career, by transferring to a job that pays the same but offers a different type of responsibility, by demoting to a job that will give greater satisfaction or offers a different career path, or moving (via promotion) up through an organization, or a number of organizations. If the job you now have provides you with the satisfaction you need, you may not be interested in this material. On the other hand, if you are interested in other opportunities, we believe this material will provide you with the direction and assistance you need to identify those opportunities.

The success you will have as a result of the process described below will be directly related to the effort you make. We define success as a comprehensive understanding of the opportunities that exist and the capability to manage through and take advantage of the merit system processes to get to where you will find, and maintain, job satisfaction.

Overview

The Job Search Process was initially developed by SRS Human Resources to support the department’s career development program; to assist the department’s employees in finding job satisfaction and develop a working knowledge of the employment processes of the Kansas Civil Service System. Since its creation, the process has been expanded to offer opportunities to applicants looking for their first civil service position, as a means to assist employees who might be displaced as the result of downsizing or reorganization activities, and to assist injured workers who might need to change their career path.

The process provides both employees and applicants with a method to review all civil service jobs; to determine the jobs that are of interest to them and for which they meet minimum requirements; to determine where those jobs are located; and finally, to determine how to apply for those jobs. This process also provides suggestions on how to track and follow-up on opportunities.

The process involves 6 steps:

  • Review of job classification listing and development of an initial listing of classifications
  • Review of individual class specifications, with specific attention to minimum requirements, and identification of a final listing of classifications
  • Consulting the Notice of Vacancy listing and other locations of vacancy announcements
  • SRS application requirements and process
  • Completing and submitting applications
  • Follow-up with state agencies

Much of the information you will need, and some of the processes you may choose to complete, can be found online. Website addresses are listed throughout this document.

Step 1: Review of Job Classification Listing

To begin the job search process, review the listing of job class specifications (job titles) at http://da.ks.gov/ps/documents/specs/default.htm. This list represents all the job titles used by Kansas state agencies. The information provided is an alphabetical listing of all types of state jobs by classification and includes the salary range for each class. To determine the amounts associated with a particular salary range, go to http://da.ks.gov/ps/subject/payplan.htm.

We recommend you begin at the front of the listing, review each classification, and write down all classifications (job titles) that sound interesting or about which you would like more information. At this point, you should not try to decide if you are qualified for any of the classifications. Determining qualifications is covered in Step 2 of the process.

Step 2: Review of Individual Class Specifications

At first opportunity, take your listing to an SRS Human Resource Representative. Class specifications are normally several pages in length and provide general information about a classification (type of job). Each class specification is divided into the following sections:

  • Definition of Work
  • Standard Classification Factors*
  • Distinguishing Features*
  • Examples of Work Performed
  • Required Knowledge, Abilities, and Skills
  • Minimum Requirements

We recommend you begin your review of the class specifications (on your list) by looking at the required education and experience (Minimum Requirements section). If you DO NOT meet the minimum requirements, you should remove that classification from your list. If you have questions about minimum requirements, please ask a Human Resource Representative for assistance.

If you are interested in a particular classification and you do not meet the minimum requirements, you might want to take notes for future reference about what you need in terms of education, training or experience. If you cannot find a particular class specification, please ask a Human Resource Representative for assistance.

The Required Knowledge, Abilities, and Skills sections provide a general description of the type of background someone needs to meet minimum requirements and to be successful in managing the work listed in the classification. However, since each agency’s mission and management style will have a significant influence on individual job responsibilities, an agency may use selected or additional “preferred requirements” for some or all of its positions, and some knowledge, abilities and/or skills may be more important than others. Preferred requirements are sometimes announced when a position is listed as open for application.

When you are finished with your review, you will have a list of classifications that is about one-half or one-third the length of your initial list. Your remaining list should include those classifications you are interested in and for which you meet minimum requirements. You may want to keep a separate list (for future reference) of those classifications in which you are interested but do not meet minimum requirements.

Step 3: Consulting the Notice of Vacancy Listing

Identifying actual vacancies will require reviewing vacancy listings and contacting agencies. The State Division of Personnel Services publishes a Notice of Vacancy (NOV) listing each week. The NOV is accessible at http://da.ks.gov/ps/aaa/recruitment/. However, you need to know that there are circumstances in which all vacancies or some types of positions (unclassified, temporary, etc.) may not be announced on the weekly NOV. To increase your opportunities for success, you may want to contact those agencies that use the classification(s) of interest to you, to explain your interest in employment and to get a sense of potential opportunities and where those agencies recruit for applicants. SRS or the State Division of Personnel Services can help you identify which agencies use which classifications.

Step 4: SRS Application Requirements and Process

To indicate your interest in applying for a position within SRS, you will need to contact the person shown on the vacancy listing as the Recruiter. He/she will tell you what information you need to submit, and by when, to make timely application for the position. Most applicants will need to either submit a state Employment Summary or resume. Depending on the type of position, some applicants may need to submit additional information, such as a transcript, examples of previous work product(s), or copy of a license, certification or registration.

Step 5: Completing and Submitting Applications

Most agencies utilize the same application form, the State of Kansas Employment Summary. Whether you are applying for a position with SRS or another agency, we recommend you take time to carefully read and follow the directions for completing the application form. Since agencies use that form to determine or verify your qualifications and to screen applicants to decide who and who will not be interviewed, it is important you fill it out completely and accurately.

Step 6: Follow-up With State Agencies

Once you have determined where the classifications in which you are interested are located, aside from the formal application process, you may want to follow-up with a particular agency by letter or personal contact. Supervisors and administrators will usually try to clear some time to talk with you about particular jobs or certain career fields. It will certainly help to be prepared by knowing about the civil service selection process and the type of work in which you are interested. If you are interested in working in an agency other than SRS, your contact with that agency may give you important insight into their employment process.

Summary

The Job Search Process guarantees you will learn more about the different types of job opportunities within, and the processes of, the Kansas Civil Service System. It does not guarantee you will get a job, move into a career line, or advance in your career. That is up to you.
