Human Services Counselor

Human Services Counselors understand the importance of working in partnership with Kansans with disabilities to achieve their goals for employment and independence. They provide vocational assessments and supported education services in their home communities through a network of Rehabilitation Services Career Development Centers (CDCs), through the Rehabilitation Center for the Blind and privatized services.

On The Job

  • Interview clients;
  • Identify the medical, psychological and social information needed to determine eligibility;
  • Determine whether rehabilitation services will improve employability;
  • Negotiate with and counsel clients, families and other professionals to assist in effecting emotional adjustments to disabilities;
  • Analyze medical, psychological, social and vocation reports and date to determine the nature and functional limitations of the disabilities;
  • Provide vocational guidance concerning employment and training requirements, trends and opportunities;
  • Develop individualized employment plans that focus on successful results consistent with client interests and abilities. Some positions also participate in transition planning for high school special education students;
  • Manage case service allocations to insure quality and cost-effective rehabilitation outcomes;
  • Negotiate with business and industry, schools and other training programs, consumer organizations and community groups to secure commitments of time, funding, resources and influence to increase placement and rehabilitation opportunities for disabled individuals;
  • Develop liaisons with schools, community-based facilities and community groups to secure appropriate referrals and to develop programs to meet unmet needs.

Minimum Job Requirements

Human Services Counselors must have a masters degree in rehabilitation counseling, counseling, counseling and guidance, clinical counseling, sociology, social work, education, special education and education of the deaf. Education may be substituted as determined by the agency.
