March 12, 2008 - SRS to address problem gambling

In 2007, the Kansas Legislature passed the Expanded Lottery Act, Senate Bill 66, establishing the Problem Gambling and Addictions Grant Fund.  The act directs the Secretary of the Department of Social and Rehabilitation Services (SRS) to develop a comprehensive strategy for administering grant funds for research, treatment and prevention. 

Two percent of the revenue generated in the state from gaming will be allocated to the fund to address problem gambling and other addictions.  Once fully implemented, estimates project $14 million per year will be dedicated to the fund. SRS is responsible for establishing the criteria for grant applications, evaluation of proposals and developing outcomes for grantees.

Grant funds will be utilized to provide the foundation to address problem gambling and associated addictions to support Kansans’ identified needs.   It is estimated that 2 to 3 percent of the U.S. population has a gambling problem.  Gambling problems affect men and women of any age, race, religion or social status. 

SRS is working with the public, stakeholders and partner agencies to identify needs and develop strategies to ensure all Kansans, who experience problems with gambling, have access to addiction treatment services and the supports necessary for successful recovery. 

To accomplish this goal, the agency is in the process of developing a comprehensive approach to problem gambling, which includes: prevention, public awareness, research and evaluation, crisis intervention and Helpline services, treatment and workforce development.
