December 18, 2000 - Low Income Energy Assistance Program to begin operating in January; program will provide help against expected higher heating costs Applications for the Low Income Energy Assistance Program (LIEAP) will be taken in mid-January, 2001 through the end of March, 2001. LIEAP applications will be mailed January 16 to persons who received assistance last year and to other targeted low-income families. Other households may request an application beginning January 16 from local Department of Social and Rehabilitation Services (SRS) offices and other helping agencies or by calling toll-free 1-800-432-0043. As it has for 19 years, SRS will again administer the program. Because of the threat of higher than usual energy costs, SRS Secretary Janet Schalansky said she wanted to get word out early that the program will be available, although the amount of funding has not yet been set by federal legislation. LIEAP provides a federally-funded annual benefit to help qualifying households pay for home fuel and energy purchases. In 2000, benefits were provided to 26,143 households and benefits averaged $355, which is about 24 percent of typical annual residential costs. The level of benefits for 2001 will be dependent on the level of federal funding received. Secretary Schalansky said with recent reports of increased heating costs, she wanted persons who are elderly, people with disabilities, and those in other low-income households to know that some assistance would be available. "LIEAP often helps elderly persons or persons with a disability bridge the gap and remain in an independent living situation," said Schalansky. "And especially this year with the forecasted cost increase for energy costs, the program will be of benefit to low-income families attempting to make ends meet." In order to qualify, applicants must be responsible for payment of heating bills. Income eligibility guidelines are set at 130 percent of the federal poverty level.
