January 8, 1998 - Child support pass through payments to eligible TAF recipients go out Public assistance cash recipients who received child support from an absent parent over the last six months will receive a one-time lump sum Apass through@ payment this month. The one time lump sum payments became necessary after computer system problems delayed regular monthly pass through payments for six months. Temporary Assistance for Families recipients who received child support from July through December are eligible to receive this pass through payment, which was authorized by the Kansas Legislature as part of welfare reform legislation. Eligible recipients could receive up to $240 in the lump sum payment, depending on the amount of child support received per month during the six month period. Under Senate Bill 140 the agency was directed to make the pass through payments of up to $40 a month beginning July 1, 1997. Previously, the Department of Social and Rehabilitation Services retained all child support collections for persons on public assistance as reimbursement for assistance grants paid out. Due to computer design problems SRS was forced to delay the pass through payments. In consultation with the SRS Transition Oversight Committee, the agency decided to delay the pass through payments and make a one-time lump sum payment this month. Beginning in February, pass through payments of up to $40 will be made on a monthly basis to eligible recipients.
