October 3,1997 - RE: Because of federal law change, employers may need to get information on newly hired employees reported to the Kansas Department of Human Resources within 20 days

With the new federal fiscal year, which began October 1, employers in Kansas need to be aware they should be supplying information about new employees to the Kansas Department of Human Resources in a more timely manner than in the past.

Previously, information that new employees have been hired was requested with the quarterly Employment Security report. But with the new fiscal year, some employers may need to supply the information on newly hired employees within 20 days.

The New Hires directory is part of federal welfare reform and federal lawmaker's attempt to increase the amount of court-ordered child support being collected. In the past, although the information has been helpful for child support collections, the time delay between the reporting of new hires and the ability of the child support system to gain access to the information did not allow the system to work effectively. Often, newly hired employees changes jobs before a court order for child support could be enforced.

With quicker reporting of newly hired employees, it becomes much easier for the State Department of Social and Rehabilitation Services Child Support Enforcement Division to locate persons with a court order for child support and to enforce that order.

The Department of Human Resources has forms available for the New Hires directory. The agency also suggests faxing a legible copy of the new employees W-4 form.
