December 12, 1996 - State issues RFP for disposition of Topeka State and Winfield State Hospitals

TOPEKA — State officials today released a request for proposal (RFP) for a two–phase competitive procurement process for the potential disposition of properties at Topeka State Hospital and Winfield State Hospital and Training Center. Bids for Phase I will close at two p.m. on January 24, 1997.

According to Mike Hutfles, administrative assistant to SRS Secretary Rochelle Chronister, "We decided to use a two–phase approach because of the wide variety of possible uses for these sites and to ensure that all ideas are brought forward and discussed.

"Phase I is the concept phase," he said, "where we hope to find out the level and type of interest there may be in a portion or all of the properties. If we move forward at the end of Phase I, we will expect bidders to provide detailed proposals, including financial conditions. Bidders must participate in Phase I to be eligible to join in Phase II."

Pre–proposal conferences are scheduled at Winfield State Hospital on January 7 at 10 a.m., and at Topeka State Hospital on January 9 at nine a.m. Copies of the RFP are available by calling the State Division of Purchases at 913/296.2376 and asking for contract number 32190.

Topeka State is scheduled to close June 30, 1997 and Winfield State Hospital is scheduled to close December 31, 1997.
