January 10, 1996 - SRS to begin processing heating assistance applications Applications are now being accepted for the 1996 Low Income Energy Assistance Program (LIEAP) at Department of Social and Rehabilitation Services offices across Kansas, SRS Secretary Rochelle Chronister announced today. The one-time annual benefit will help needy Kansans pay for some of their 1996 home heating fuel or energy expenses. In order to qualify, applicants must demonstrate they have made regular payments on their energy bills and had income in the previous three months that did not exceed the following limits:
The level of benefits provided eligible participants will be determined according to the level of federal funds provided to Kansas. Household-specific factors that will help determine benefit levels include income, number of persons in the household, dwelling type, fuel type, and utility rate. Last year, 33,812 Kansas households received help, with an average benefit of $165. Most recipients are elderly, disabled, or families with very low incomes. Congress is still considering the final appropriation level for this year's funding. This may delay issuance of the 1996 benefits. Workers at SRS offices across the state will process applications for LIEAP assistance, but wait to issue the benefits until the funding level is known. SRS will be mailing applications to persons eligible last year and to households presently receiving cash assistance. Other interested persons may request an application by calling toll-free 1-800-432-0043. Completed applications for 1996 heating assistance must be received at the local SRS office by March 29.
