900-6 ADDING AN AGREED ORDER
This Business Practice assumes that no legal action has ever been added to KAECSES for the court order number. This process will be used by Collection Officer Service Providers to add Voluntary (Agreed) Orders to the system. It can also be used by Legal Service Providers.
Warning: If the case has obligations that cover periods prior to the case open date, the following procedure must be followed so that collections will be applied correctly.
CASE PROCEDURE:
Each supported person must have a PEPR record. Example: Each child; AR (if the AR has spousal support.)

Effective date: Must cover time frames for the court ordered obligation. If the court order has an obligation that started PRIOR to the case open date, the NA (or interstate) program must be built for that time frame. Use the oldest covered period for the effective date of the program. Example: CS effective 1/93 but a judgment exists on the order from 10/1/91-12/30/92, use 10/91 for effective date.
End date: End the program one day prior to the actual case open date that exists on PEPR.

If persons from other cases need to be added to the court case, move the cursor back up to the blank CSE Case # field, enter the other CSE case number, and press PF17 again. Repeat if more case numbers are needed. You can have up to ten cases by doing PF8 when the first five cases are used on the first page. The system will take you to the second page and a line will appear. You must add every CSE case number that is associated to the legal action.--
Petitions which request obligations to be paid jointly and severally:
Choose each respondent from the individual CSE case. Do NOT add the person by using NAME. These obligors must be case related for debt activation/posting.

If appropriate, select the person again on the other CSE case and assign the same legal role. For example: If the children on this court order are on two separate cases, with the same AP respondent, the AP is selected on each case and assigned the
AR@ legal role. Legal role assignments must be made for every applicable CSE case. This establishes the tie from the legal action to the CSE case.Effective Date

NOTE: If the paternity indicators on CPAT have not been updated since the case opened and are still set at the default values, the system will automatically flow to CPAT to update the indicators and you may proceed to step 4. If CPAT indicators have already been updated, the system will automatically flow to LACT and you may proceed to step 5.

Judgement (Complete this field if there is to be a journalized judgment amount. Complete one detail section for each judgment on the document.)
Description - In the case of a judgment, enter the covered time period and reason.
If there are multiple details (for example, one detail for current support and one detail for an arrears judgment amount) each one has to be recorded separately on LDET; however, two details can be added simultaneously. To add multiple details:

7. On LACT:
--Press PF18 to access ASIN to assign the Legal Action to the appropriate attorney. If the Collection officer is doing the voluntary packet and the case has not been referred to the attorney yet, the ASIN process must be completed since the document requires an attorney name. The attorney to whom it will be referred must be selected--

If there is missing information needed to download the document, the system will flow to DDOC (dead document) and provide a message indicating what information is needed to download the document. If the highlighted field is green, the user will need to input information on the line provided. If the highlighted field is red, the user must enter the information in a field(s) in the system before the download can be completed. You may need to scroll through the pages of this screen to see what is highlighted. If the information missing needs to be added to the case, press PF9 return and go to the appropriate screen, add data, return to screen and try printing again.
Edit. Pay special attention to the areas of the document that are in red, making sure the data downloaded is correct. If downloaded information is not correct due to incorrect entries on LDET/LOPS or other screen processes, the WP document should be corrected AND after printing the document, return to LDET/LOPS or the appropriate legal screen and correct the screen process information so it reflects the paper document. Information on legal screens MUST reflect the paper documents. Monitored activities, additional document downloading, alerts, delinquency monitoring reports, legal performance reports and debt activation require accurate information on legal screen processes.
Save and print the document.
Make a copy for the CSE file.
File a copy of the document in the CSE file.
Exit the document and return to the LACT screen by clicking on the session bar.
The VOLUNLTR: Letter to the AP regarding voluntary packet legal action can now be added to the system.

If the attorney is creating the voluntary letter, an ASIN should be done for the attorney for EST and RSP. If the Collection Officer is creating the voluntary letter with the collection officer name on the letter, ASIN is not to be done. The letter will download with the Collection Officer

NOTE: After the documents for the Agreed Order are filed with the court and the Journal Entry is received from the court, the original petition legal action needs to be updated to include the court order number, and a legal action for the Journal Entry must be recorded. No JE document is downloaded since it was included in the Voluntary Petition Packet. This Journal Entry legal action will be used to activate the financial obligations.
