900-26 ADDING INCOMING INTERSTATE LEGAL ACTIONS
This Business Practice is used to record incoming interstate journal entries and to activate debts for offsets or record the journal entry in the system for information without activating the debts. It is also used to add the Kansas registration of the incoming interstate order. Legal actions to be selected for this Business Practice are: Incoming Interstate JE and Registration for Enforcement and Registration for Modification/CEJ.
Warning: If the case has obligations that cover periods prior to the case open date, the following procedure must be followed so that collections will be applied correctly:
CASE PROCEDURE
Each supported person must have a PEPR record. Example: Each child; AR (if the AR has spousal support.)
Next to PEPR
1. On PEPR:

S in the SEL field
NA in program type unless the case was prior Interstate. If Interstate, determine the intestate program code.
Effective date: Must cover time frames for the court ordered obligation. If the court order has an obligation that started PRIOR to the case open date, the NA (or interstate) program must be built for that time frame. Use the oldest covered period for the effective date of the program. Example: CS effective 1/93 but a judgment exists on the order from 10/1/91-12/30/92, use 10/91 for effective date.
End date: End the program one day prior to the actual case open date that exists on PEPR.

Payment Location
Pay To (enter only if the payment location is other than the tribunal of the court order. The pay to field is used for billing purposes. The payment location must exist in the ORGZ table. To add it, contact Table Maintenance. Once added, it can be selected by entering an S in the prompt field, PF4 to NAME, PF 20 to ORGZ, select the organization and PF 9 return. The number will appear in the field. The name will appear to the right of the field.)
If the case is incoming UIFSA and the legal action is REGMODO or REGENFO,
The following fields are not mandatory but can be completed to help provide
additional information on incoming and outgoing interstate cases.

NOTE: If this is the first legal action for the court case number, the system will display the standard number for the action and request that the user verify the standard number and press PF5 again. After PF5 is pressed again, the system will automatically transfer to Court Caption (CAPT.)
If this is not the first legal action but the legal roles are not complete, the system will automatically flow to the LROL screen to complete legal role information and you should proceed to step 3. If the paternity indicators have not been updated and this is not the first legal action, the system will automatically flow to CPAT to update the paternity indicators and you should proceed to step 4.
2. On CAPT:
--Type the court caption from the hard copy legal documents exactly as it appears on the document--

The system will automatically transfer to Legal Role (LROL)
3. On LROL:
--Enter the CSE Case Number--
--Press PF17 to get a listing of the people on the CSE case and their roles--

AS@ in the Sel field by the name of each person you want to include in the legal action----Type P/R/C (P=Petitioner, R=Respondent, C=Child) as applicable for each person--

NOTE: If the Paternity indicators on CPAT have not been updated since the case opened and are still set at the default values the system will automatically flow to the CPAT screen. If the paternity indicators have been updated, proceed to step 5.
4. On CPAT:
--Select a child and update the values for Born out of Wedlock (BOW), CSE to Establish (CSE to Est), and Paternity Established (PE)--
Valid combinations of codes at this time are:
BOW = Y, CSE to EST = Y, PE = Y
BOW = Y, CSE to EST = Y, PE = N
BOW = Y, CSE to EST = N, PE = Y
BOW = Y, CSE to EST = U, PE = N
BOW = N, CSE to EST = N, PE = Y
--If available, enter the information on the father
=s name and signature on the birth certificate----PF6 (Update). Repeat for each child on the case--
--PF9 to return to LACT--
5. On LACT:
--Press PF16 to proceed to LDET--
6. On LDET:
Classification, Action Taken, Pmt Location, Standard Number, Court Case Number, Trib and Tribunal Description will automatically be displayed on the screen.

Effective Date (If the court order specifies a date which the obligation is to begin, enter that date. Otherwise, enter the date that the legal action was filed.)

DOM/W1 (Day of week-Sunday through Saturday is 1 through 7--or date within month that payment is due on the court order.)
DOM2 (If it is a semi-monthly payment schedule.)
Current (Use for accruing amounts. Cannot be completed if Arrears field is completed.)
Arrears (Use for periodic payments or non-accruing obligations. Cannot be completed if current field is completed.)
Judgment (Complete if the court order specifies a judgment amount.)
Description-in the case of a judgment, indicate the covered time period and reason for the judgment.
If there are multiple details, each one has to be recorded separately on LDET; however, all details can be added at the same time.
To add multiple details:
--Enter all the details (Press PF8 for a blank screen as necessary.)--

Once all the details are added the Obligated Persons must be recorded for each detail.

7. On LOPS:
--Press PF17. The list of persons from the CSE case(s) that were selected on LROL will be displayed.--

"S" in the Sel field opposite each person included in the legal detail you are linking.
R/E/S for each person (R=Obligor; E=Obligee (not required for most oblg types), S=Supported Person)
Current Amt OR Arrears AND/OR Judgment

--Press PF9 to return to LDET--

AS@ in the Sel field opposite the next detail to be linked----Press PF17 to go back to LOPS and record the Obligated Persons for this detail--
Continue until each detail has Obligated Persons associated to the detail.
If the debt needs to be certified for SDSO, the obligation will need to be activated. See Business Practice 1100-1 Adding a New Accruing Obligation or Business Practice 1100-3 Adding a Non-Accruing Obligation.
NOTE: Pay histories must be entered in the system before activating any non-accruing debts. Once these debts are activated automatic administrative actions will select the debt as appropriate. Balances must be accurate.
If adding records for INTERSJ you are finished with the business practice.
If the legal action is REGENFO or REGMODO, an assignment for EST and RSP should be added to ASIN. Press PF9 to return to LDET.
8. On LDET:
--Press PF15 to return to LACT--
9. On LACT:
--Press PF18 to access ASIN to assign the legal action to the appropriate attorney--

12. On ASIN:
--Press PF5 to add the assignment record--
--Press PF9 to return to LACT if adding the Incoming Interstate JE. For the Registration legal actions, do step 13 after the document is received from the court with the filed date--
13. On LACT:

NOTE:
Once the file date is entered on LACT and if the legal detail is EP or CS on LDET the paternity indicator on CPAT will automatically change to Y.
