To print any of these documents:
--Add AAPP record (See Business Practice 1000-13 Appellant Requests an Administrative Appeal on Behalf of a CSE Person) and press PF24--
--The system will download the document to WordPerfect--
If there is missing information needed to download the document, the system will flow to DDOC (dead document) and provide a message indicating what information is needed to download the document. If the highlighted field is green, the user will need to input information on the line provided. If the highlighted field is red, the user must enter the information in a field(s) in the system before the download can be completed. You may need to scroll through the pages of this screen to see what is highlighted. If the information missing needs to be added to the case, press PF9 return and go to the appropriate screen, add data, return to screen and try printing again.
Edit. Pay special attention to the areas of the document that are in red, making sure the data downloaded is correct.
Save and print the document from WordPerfect.
Make a copy for the CSE file.
File a copy of the document in the CSE file.
Exit WordPerfect (PF9 return) to the AAPP screen.
HIDDEN INSTRUCTIONS: Some appeal documents contain hidden instructions for the user. This is important information that should be used when preparing the document. To access this information, after the document is downloaded, hit the left arrow so you can see the entire left margin. Scroll until you see a comment icon. Click on this icon and the hidden instructions will be displayed. To remove the instructions click again.
An example of hidden instructions is when the Summary Statement is downloaded it contains a list of all CSE Manual references which may be applicable to the appeal. The user must delete those manual references which are not applicable to the administrative appeal.

Administrative Appeal Request for Fair Hearing:
Mandatory for FDSO Hearings unless a written request has been received. The appeal will not be set for hearing until the Request for Fair Hearing or written request is received. The obligor may request the appeal hearing by either the state submitting the debt or by the state that established the support order upon which the submittal is based.
If the appeal is being conducted in the state of the order (other than KS), the name of the state must be noted on the AAPP screen in the review state field. All documentation in support of the submittal must be sent to the other state within 10 days. A manual monitored activity may be set by the worker to remind them to complete this task.
If another state submitted the debt but the obligor requests the administrative appeal be conducted in Kansas, since it is the state which established the order, AAPP must be completed. The system will create a monitored activity for the hearing date once it is entered on AHEA. The Appeal Request is also mandatory for Fair Hearings.
Administrative Appeal Affidavit of Authenticity:
Mandatory for FDSO Post and Pre-offset appeals; Fair Hearings and SDSO appeals.
Administrative Appeal Summary Statement:
Mandatory for FDSO Post Offset Hearings and Fair Hearings.
Add AAPP and POST records and select PF 24 print on AAPP. There are numerous hidden instructions on the Summary Statement. These instructions indicate information about sections of the document to edit; how many copies to make of the document and the disbursement of those copies; addresses of where to send the appeal packet; hearing information about out of state administrative reviews, etc. These hidden instructions will guide the user in completing the document and preparing the appeal packet. (See reference to accessing hidden instructions at the beginning of these instructions.)

This document is used by the CSE representative at the hearing for use in testifying. It is not sent to the hearing officer for evidence but may be sent to the appellant and the appellant=s attorney if desired. Downloads up to five court case number references on the document.
