9371 Review Periods for Cash - Cases shall be reviewed at least once every 12 months.

 

9372 Review Periods for Food Stamps - The review period is as follows:

 

  1. 3 months - Unstable households which cannot reasonably predict what their circumstances will be in the near future, or when there is substantial likelihood of frequent and significant changes in the household's income or household circumstances. NOTE: Three month review periods can only be used for change reporting households.
     

  2. 6 months - The following types of cases shall be certified for no longer than 6 months:
     

    1. All cases containing an ABAWD as defined in 2527(1);
       

    2. Simplified reporting households consisting of migrant/seasonal farm workers or homeless individuals; and
       

    3. See 9122.2 and 9122.4.
       

    4. Households residing in shelters for battered women and children. See 2543.1.
       

  3. 12 months - All households unless stated differently in items (1), (2), and (4).
     

  4. 24 months - Categorically eligible households consisting entirely of SSI recipients with no earned income may be certified for a 24 month period. As a condition of certifying for 24 months, the following provisions apply:
     

    1. A mid review contact with the household must occur in the 12th month of the review period to determine if the household has any changes in circumstances requiring case action. This mid-review contact is accomplished by the sending of the SSI 12 month report form.


      The SSI 12 month report will be sent automatically based on proper KAECSES coding. The type of interim reporter on REHR must be completed correctly. See the KAECSES User Manual. The interim report due date will be automatically determined by the system (based on review due date) and entered on FSAD

      Report forms are mailed the 25th day of each month, and are due by the 5th day of the following month. The X853 notice is the system generated SSI 12 Month Report form.
       

    2. Information reported on the SSI report shall be used to determine eligibility and the amount of benefits for the remainder of the 24 month review period.
       

    3. Automatic closure of the FS case will occur if the 12 month report form is not registered on RERE according to the dates reflected on the KAECSES code cards (Page 26B). An automatic notice of closure is sent (X048 notice). Adequate notice must be provided of any changes from the prior benefit level based on information reported on the report form. If the household returns the form or provides needed information in the month following the month of closure, the case shall be reinstated per 1423.
       
    4. Special provisions regarding the treatment of medical expenses apply to all households approved for 24 months. Refer to 7227.5 (7).


    NOTE: Situations will arise where a change in household circumstances might affect the length of the established review period and/or the type of reporter. For example, an ABAWD enters the home of an SSI recipient with a 24 month review period, which also necesitates a change from change reporting to simplified reporting. Or an SSI recipient with a 24 month review period ceases to receive SSI due to approval for SSA. Another example might be a simplified reporting household with a 12 month review period that becomes homeless. In these situations, as in others that might arise, the originally established review period shall be maintained. Any changes in reporting type should be, however, changed at the time of the next review, IR, or mid-cert review, whichever comes first. Documentation in the case file is important to substantiate the reason the length of the review period does not match those listed in this section, or the type of reporting the household is subject to does not coincide with 9121 or 9122 as appropriate.
