1999 WtW Amendment Changes Affecting TAF Recipients
                               Fact Sheet (Effective 10-1-00)

         Old Requirement Limited Eligibility Criteria to the Following:

-- Mandatory or voluntary recipients of TAF for 30 months or more as an adult who had at least two of the
     following employment barriers:
    (a)    Had not completed high school or GED and had reading or math skills at or below 8.9 (KCS
            Appraisal score below 235 in either Math or Reading);

    (b)    Required substance abuse treatment in order to obtain and/or retain employment (indications may
             include AD barrier on BATE and/or AOD activity on SESP);

    (c)    Worked no more than full-time (30 hours per week) in unsubsidized employment for 13
             consecutive weeks.

        Amendment Change Effective 10-1-00 Will:

         --   Include mandatory or voluntary recipients of TAF for 30 months or more as an adult or the adult is within
               12 months of exhausting benefits.
         --   Include former TAF recipients who exhausted benefits due to the Federal time limit.

        Old Requirement Limited Eligibility Criteria to the Following:

--  Mandatory TAF recipients who had received TAF for 24 months or more; or
--  Mandatory (received TAF for 23 months or less) or exempt TAF recipients who had dropped out of
     school, first child born when teen, a poor work history, or any other characteristic associated with
     long-term dependence and documented in the case file would be referred at the discretion of the worker.

Amendment Change Effective 10-1-00 Will:

         --  Maintain eligibility for TAF recipients who have characteristics associated with long-term welfare dependence.
         --  Add TAF recipients with significant barriers to self-sufficiency, as established by the LWIB.

(3)    Allowable Activities:

        Old Requirement Limited Allowable Activities to the Following:

        --  Allowable activities included:

• Job Readiness Activities
• Employment Activities
• Job Placement Services
• Post-Employment Services
• Job Retention

        Amendment Changes Effective 10-1-00 Will:

         --  Expand allowable activities to include all of the old activities above plus the following new activity:

• Vocational Education or job training (6 month limit prior to entering a work activity).
