Safe at Home(SaH)

(SB 2928)

Purpose: The Safe at Home (SaH) Program (SB 2928) was enacted by the Kansas Legislature in 2006 to provide a confidential address program to benefit victims of domestic violence, sexual assault, stalking and/or human trafficking who have moved to a new location that is unknown to their abuser. SaH Program is administered through the Secretary of State’s (SOS) office effective 01/01/07. The following link connects to the Session law with the language that will be codified into statute. The SaH program offers participants an extra layer of protection and can be an important part of an overall safety plan. It is anticipated a limited number of SRS customers may participate in SaH Program. The law allows SaH participants to use the substitute address provided by the SOS on all public records in lieu of the residential address required by other Kansas laws. The program provides (1) a substitute address to be used by participants as their legal address when interacting with state and local agencies, and (2) a free mail forwarding service for first-class mail. Victims can register to vote, obtain a driver’s license, etc., without fear that such public records will put them at risk of being located by their abuser.
