At the point of intake, a decision is made regarding the assignment of a report based on current policy. If a report is assigned, it is assigned for either assessment of abuse/ neglect (physical abuse, etc.), or non abuse/ neglect circumstances (runaway, etc.). For purposes of this data presentation, one “report” represents circumstances or allegations received in one Child In Need of Care intake on a family. A report may contain one or more maltreatment allegations associated with a child in a family.

*KAR amendments effective July 2004 increased the standard of evidence for a case finding to "clear & convincing"'; definitions of physical abuse and mental abuse removed "likelihood of harm" narrowing the definition of physical and mental abuse; and a substantiated finding is now entered on the Kansas Child Abuse & Neglect Central Registry. Any one of these items could have reduced the number of substantiated victims.
